 The Madhya Pradesh government has announced an outstanding power bill waiver scheme for laborers and poor families. The state cabinet headed by Chief Minister Shivraj Singh Chouhan approved the Bijli Bill Mafi Yojana 2018 (Power Bill Waiver Scheme) which is expected to benefit about 77 lakh people of the state. Laborers falling under the unorganized sector in Madhya Pradesh will get power supply at a subsidized rate. The state cabinet also approved Mukhyamantri Jan Kalyan (Sambal) Yojana 2018 (a scheme to provide subsidized power) in the meeting.

 In Uttarakhand, Polythene will be completely prohibited from 31st July in the state. All the polythene vendors have been asked to finish the polyethylene stock before 31st July. In Dehradun on the occasion of World Environment Day, Chief Minister Trivendra Singh Rawat stated, a comprehensive public awareness campaign will be launched on environmental damage caused by polythene, one week before the entire ban on polythene in the state.

 Following directions from Supreme Court, the Central Government has constituted the Cauvery Water Management Authority (CMA) to address the dispute over sharing of river water among Tamil Nadu, Karnataka, Kerala and Puducherry. In February, 2018 judgement, the Supreme Court had directed centre to form the CMA within six weeks. In the same verdict, the court had also increased Karnataka’s share in Cauvery Water marginally.
  • Cauvery Water Management Authority (CMA)
The newly constituted Cauvery Water Management Authority (CMA) has been created as per the Cauvery Management Scheme earlier framed by Centre and approved by Supreme Court.
Composition and Powers of CMA
  • The authority will comprise a chairman, a secretary and eight members.  Out of the eight members, two will be full time, while two will be part time members from centre’s side.
  • Rest four will be part time members from states. The main mandate of the CMA will be to secure implementation and compliance of the Supreme Court’s order in relation to “storage, apportionment, regulation and control of Cauvery waters”.
  • CMA will also advise the states to take suitable measures to improve water use efficiency. It will do so by promoting use of micro-irrigation, change in cropping patterns, improved farm practices and development of command areas.
  • The CMA will also prepare an annual report covering its activities during the preceding year.
  • Role of Central Government: The central government will provide help in implementation of the modified award in case of any of the state /UT parties (Tamil Nadu, Kerala, Karnataka and Puducherry) do not cooperate in implementing the decision or direction of the tribunal. Initially, centre will contribute Rs. 2 crore for the functioning of the authority.
  • Cauvery Water Regulation Committee: Along with CMA, the government has also established Cauvery Water Regulation Committee that shall give effect to the decision of the Cauvery Water Disputes Tribunal as modified by the Supreme Court order. This committee will meet every 10 days during months of June and October when the south-west and north-east monsoon set in and again after the monsoon has set in.

 Andhra Pradesh Government notified its new state symbols after four year after bifurcation of undivided Andhra Pradesh in 2014 into two states of Andhra Pradesh and Telangana. These states symbols were notified by State department of environment, forest, science and technology.
  • New state symbols
    • State bird: Rose-ringed parakeet (Psittacula krameri). Locally known as Rama Chiluka.
    • State tree: Neem ( Azadirachta indica). Locally known Vepa Chettu.
    • State animal: Black-buck (Antilope cervicapra). Locally known as Krishna Jinka.
    • State flower:  Jasmine (Jasminum officinale). Its adoption will promote jasmine, which is grown commercially in Guntur, Prakasam, Kurnool, Kadapa, Anantapur and Chittoor districts of state.
  • State symbols of Telangana
    • State bird: Indian Roller (coracias benghalensis) or Palapitta. It also state bird of Odisha and Karnataka.
    • State tree: Jammi Chettu (prosopis cineraria).
    • State animal: Jinka or spotted deer.
    • State flower: Tangidi Puvvu (senna auriculata). It is widely used in the state’s famous Bathukamma festival.

      The Gaj Yatra campaign was flagged off by the Wildlife Trust of India (WTI) Brand Ambassador Ms Dia Mirza at an event organised in Meghalaya. WTI and the Ministry of Environment, Forest & Climate Change, Government of India, formally launched the unique campaign. ’Gaj Yatra’, a “journey celebrating India’s national heritage animal”, aims at securing 100 elephant corridors across India. Four of these are in Meghalaya, including the Siju-Rewak corridor that some 1,000 elephants use to travel between the Balpakram and Nokrek National Parks in the State.

      The Gujarat government unveiled its 'Reuse of Treated Waste Water Policy' which aims to reduce the state's dependence on freshwater sources like the Narmada river.  Chief Minister Vijay Rupani and Deputy Chief Minister Nitin Patel launched the policy at a function held in Gandhinagar. The policy will promote the use of treated wastewater and will see the setting up of sewage treatment plants (STP) in all major towns and cities of Gujarat.

     Goa celebrates its Statehood Day as people’s demand for full statehood was attained on 30th May 1987, when Goa became India’s 25th state. Daman and Diu were separated from Goa and continue to be administered as a union territory. Earlier, Goa was a union territory, namely, Goa, Daman and Diu for all administrative and governance considerations. Attaining statehood opened several windows of development for the state.

      The Prime Minister, Narendra Modi, laid the foundation stone of various projects of the Government of India and Government of Jharkhand, at an event in Sindri. These include: 
    1. Revival of Sindri Fertilizer Project of Hindustan Urvarak and Rasayan Ltd.
    2. Ranchi City Gas Distribution Project by GAIL,
    3. All India Institute of Medical Sciences (AIIMS), Deoghar,
    4. Development of Deoghar Airport,
    5. Patratu Super Thermal Power Project.
    The total cost of these projects is Rs. 27,000 crore.

     Rajasthan Government has launched new software called Nidaan for disease monitoring and strengthening tele-medicine services in the government hospitals. The software will help for providing presumptive diagnosis and monitoring of seasonal and non-communicable diseases as well as trends of ailments found in specific areas.

    Nidaan Softwarre will facilitate online entries for monitoring of as many as 46 diseases and healthcare services available for their treatment in different institutions. It is also expected to help in formulation of specific action plans for control of diseases. It will help in effective policy formulation in health sector as there will be simultaneous monitoring of programmes run under National Health Mission. It will ensure timely prevention of diseases by ensuring monitoring of activities of District Early Intervention Centres and also ensure availability of quality healthcare services.

      The Chief Minister of Madhya Pradesh, Shivraj Singh Chouhan has launched 'My MP Rojgar Portal' to provide jobs to youths as per their educational qualification, skills and interest and ensure availability of able candidates to employers as per the need of their business. The portal was launched as a part of the 'Ham Chhu Lenge Asman' Mukhyamantri Career Counselling programme ‘Pahal' in Model School of Bhopal. It was prepared by the Madhya Pradesh Skill Development and Employment Generation Board under youth empowerment mission.
