 Prime Minister Narendra Modi launched projects worth 60,000 crore rupees at the ground-breaking ceremony in Lucknow, Uttar Pradesh. The ceremony was held to implement 81 of the 1,045 MoUs signed at the Uttar Pradesh Investors’ Summit. The projects launched will create about 2.1 lakh jobs across the state.

 Odisha Chief Minister Naveen Patnaik inaugurated the Rs 300 crore Rukura Medium Irrigation Dam project in Sundargarh district.  This project will irrigate 5,800 hectares of the agricultural field. Mr Patnaik stated that his promises to provide irrigation to an additional 10 lakh hectare of land ahead of 2014 elections, will be fulfilled by 2019.

 The hotel named 'Hostess' was launched by Kerala Tourism minister Kadakampally Surendran. A flagship project of the Kerala Tourism Development Corporation (KTDC). The hotel will come up within six months at the KTDC complex. Work on India's public sector hotel run entirely by women for women is claimed to be the first such in the country. The project was a 'milestone initiative' of KTDC, considering its purpose, security features and facilities of global standards at affordable rates.

 Bihar state assembly has passed Bihar Prohibition and Excise (Amendment) Bill, 2018 with 16 amendments to dilute some of stringent provisions in Bihar Prohibition and Excise Act, 2016. The prohibition law was enforced in the state April 2016, banning manufacture, sale or consumption of liquor.
  • Major changes
No mandatory jail term for first-time offence in case of consumption of liquor. If found drunk or drinking for first time, person will have to pay fine of Rs. 50,000 or serve 3 month jail term. But for subsequent offence person can get jail term of one-five years and fine of Rs 1 lakh. Habitual drinker will be no longer externed from his district for two-six months. The Bill scraps provision allowing arrest of all adult members of family in case one of them is found to be drinking or storing liquor in the house. Henceforth, no house or vehicle will be confiscated from where liquor is seized. But shops, land, hotels, buildings, restaurants can be seized in case they are found to be storing liquor. The Bill also watered down penal provision for first-time offenders who store, manufacture or sell liquor from 10-year jail term and Rs 10 lakh fine to 5 year jail term and Rs 1 lakh fine. It also scraps fine on entire community in case liquor is found to be frequently manufactured and sold in particular area. Henceforth only offenders will be booked. The Bill does not give relaxation in case of bootleggers.

  • Large States: Kerala has topped the list, followed by Tamil Nadu, Telangana, Karnataka and Gujarat. Madhya Pradesh, Jharkhand and Bihar ranked the lowest, indicating higher social and economic inequalities in the states.
  • Smaller states (with population less than two crore): Himachal Pradesh topped the list followed by Goa, Mizoram, Sikkim and Tripura. Nagaland, Manipur and Meghalaya were ranked at bottom of the index among small states. 2018 PAI also included separate index on children of India, giving measure of how child-friendly each of the states are. In this category of providing better living conditions for all children, Kerala, Himachal Pradesh and Mizoram topped the index
  • Public Affairs Index (PAI)
The index is released since in 2016 by Bengaluru base Public Affairs Centre (PAC), a not for profit think tank which aims to improve governance in India. It is based on 10 themes, 30 focus subjects and 100 indicators, relying solely upon government data. It covers wide range of themes such as support to human development, social protection, essential infrastructure, women and children, crime, law and order, delivery of justice, transparency and accountability, environment, fiscal management and economic freedom.

 Haryana Government has launched ‘Paudhagiri campaign’, an unique program to increase green cover in the state. It was launched by Chief Minister Manohar Lal Khattar by planting ‘maulsari’ sapling in Tau Devi Lal Sports Complex premises of Gurugram. The campaign aims increase green cover in the state, help in stabilising environment and improve overall climatic conditions, thus help in checking global warming.
  • Paudhagiri campaign
Under this campaign, 22 lakh students studying in Class 6th to 12th of all government and private schools will plant  sapling each, during three months of monsoon ( July, August and September). State forest department will provide sapling to every student. Students can plant saplings either in courtyard of their house, field or park or school or at any open space available in their proximity. Every student planting sapling will take care of it for next three years. They can name plant according to their likes. State Government will give incentive of Rs 50 in every six months from government, after student upload his selfie with his or her plant on App planted by him or her. Student will get total Rs 300 in three years for looking after sapling.

 Prime Minister Narendra Modi inaugurated 171 km long Bansagar canal project in Mirzapur district of Uttar Pradesh. He also laid foundation stone of Mirzapur Medical College, inaugurated 100 Pradhan Mantri Jan Aushadhi Kendras and bridge over Ganga River at Balughat, Chunar, which will facilitate connectivity between Mirzapur and Varanasi.
  • Bansagar canal project
Bansagar Dam project is a joint venture (JV) between Madhya Pradesh, Uttar Pradesh and Bihar Governments. It is multipurpose river valley project built on Son River situated in Ganges Basin in Madhya Pradesh. The total network of canal from the dam is 171 kms long. The canal network will bring waters from Shahdol district in Madhya Pradesh for Adwa Barrage, Meza Dam and Jirgo reservoir. It will provide big boost to irrigation in the region, benefiting1 lakh 70 thousand farmers farmers of Mirzapur and Allahabad districts of Uttar Pradesh.

 Gujarat Government’s Industries and Mines Department has signed Memorandum of Understanding (MoU) with Korea Trade-Investment Promotion Agency (KOTRA) to strengthen trade, industrial relations. KOTRA is national trade and investment promotion organisation operated by South Korea Government.
  • Key Facts
The MoU was signed with aim to recognize mutual desire to further enhance and strengthen India (Gujarat) and South Korea trade and industrial investment relations and encourage ongoing dialogue and cooperation. Under this MoU, both Industries Department of Gujarat and KOTRA will assist each other to provide in-market support. The priority sectors in focus under this MoU are chemical, petrochemical and pharmaceuticals; new and renewable energy; start-up ecosystem; textiles and apparels; urban infrastructure; Food Processing and Agro related industries; Skill Training and Development; Automobile, etc.
  • Background
Gujarat is a leading destination for foreign investment and bilateral trade. It is a key contributor to India-South Korea economic relationship. Gujarat’s export to South Korea was around $1 Billion in 2017-18, which is approximately 25% of India’s total export to South Korea. In recent past, South Korean companies in the field of manufacturing, textiles and chemicals have also expressed interest in investing in Gujarat.

 The Union Cabinet approved proposal of renaming Agartala Airport in Tripura as ‘Maharaja Bir Bikram Manikya Kishore Airport, Agartala. The decision comes in the wake of long pending demand of people of Tripura as well as Government of Tripura for paying tribute to Maharaja Bir Bikram Manikya Kishore.
  • Maharaja Bir Bikram Manikya Kishore
He was the king of Tripura from 1923 to 1947 before its merger with India. He was enlightened and benevolent ruler. He is considered the father of modern architecture in Tripura, as entire planning of present-day Tripura was initiated during his rule. As a visionary ruler, he had travelled extensively across globe and took several steps for all-round development of Tripura. He is also considered one of the pioneers in land reforms. In 1939, he reserved land for local Tripura tribals, which was later instrumental in creation of Tripura autonoumus district council.
  • Background
Agartala Airport was constructed in 1942 on the land donated by Maharaja Bir Bikram Manikya Kishore. Due to his initiative, an aerodrome at Agartala was constructed that has evolved as second busiest airport in North East and provides crucial air connectivity to Tripura. Hence, Agartala Airport was renamed after him as a befitting tribute to Maharaja Bir Bikram Manikya Kishore.

 Madhya Pradesh Government has Sambal Yojana, an outstanding power bill waiver scheme and subsidised power scheme for labourers and poor families. Under this scheme, Below Poverty Line (BPL) families and registered labourers of unorganised sector from the state will be provided electricity at cost of Rs 200 per month,
  • Sambal Yojana
The objective of scheme is to make sure that all households have power facility in the state. The beneficiaries will be provided with power free of cost connection. Intended Beneficiaries: Below Poverty Line (BPL) families and registered labourers of unorganised sector are targeted beneficiaries of the scheme. People not using air-conditioners, electric heaters and whose power consumption is below 1000 watts would be eligible for this scheme. It will benefit more than 88 lakh families in the state. So far, around one crore 83 lakh workers are registered under the scheme. Key Features of the scheme: Under its subsidised power segment, registered labourers of unorganised sector and BPL families will be provided with electricity at Rs 200 per month. In case the bill is lower than Rs 200, beneficiaries will have to pay actual bill amount and if bill amount is crossing Rs 200 then, difference amount will be subsidised by state government. Pending dues of beneficiaries will be waived off completely under scheme.  The beneficiaries of the scheme will be able to operate fan, television and bulbs.
