 The World Bank has approved $700 million to help Bangladesh achieve its education for all vision by improving the primary education sector. The Quality Learning for All Program (QLEAP) will cover more than 18 million children studying in pre-primary level to grade 5. It will also finance implementation of the government's Fourth Primary Education Development Program (PEDP4).

 The Nuclear Suppliers Group (NSG) plenary meeting took place on in Jurmala, Latvia after Latvia assumed chairmanship of NSG for 2018-19. With this, Latvia became first Baltic state to chair the NSG. There was no headway in India’s application for NSG entry in this plenary meeting. India had applied for NSG membership at 2016 Seoul plenary session, but it was objected by few member countries of NSG including China.
Key Highlights of meeting
  • Participation Non-NPT States: NSG member states continued discussions on issue of technical, legal and political aspects of participation Non-NPT States of in NSG initiated at its 2016 Seoul plenary. There was no headway this time for considering India’s membership despite thaw in relationship with China. There was no specific reference to Pakistan’s application to the NSG.
  • Waiver to India: NSG continues to consider all aspects of implementation of the 2008 Statement on Civil Nuclear Cooperation with India (or NSG waiver for India) and discussed NSG relationship with India.
  • On North Korea: Participating Governments of NSG reconfirmed their commitment to UN Security Council resolutions 2371 (2017), 2375 (2017), 2397 (2017) and previous relevant UNSC resolutions, which reaffirm that North Korea will immediately abandon all nuclear weapons and existing nuclear programmes in complete, verifiable and irreversible manner. They noted that supply of all controlled items to North Korea is prohibited according to above resolutions. They noted with encouragement the recent Inter-Korean summits and North Korea-US summit.
  • On Iran: They acknowledged continued implementation of Joint Comprehensive Plan of Action (JCPOA) and Iran by E3/EU+2 (United Kingdom, France, Germany + Russia, China) and Iran. JCPOA is nuclear deal between P-5 (US, UK, Russia. China, France) + 1 (Germany) and Iran.
  • Nuclear Suppliers Group (NSG)
NSG is a multinational body concerned with reducing nuclear proliferation by controlling the export and re-transfer of materials that may be used for development of nuclear weapons.  It was set up in 1974 as a reaction to India’s first successful nuclear tests (code name Smiling Buddha conducted on 18 May 1974) to stop so called misuse of nuclear material meant for peaceful purposes. Currently, NSG has 48 members.

 President Ram Nath Kovind left on a three-nation visit to Greece, Suriname and Cuba. The first halt of the nine-day tour will be at Athens, where he will meet Greek President Prokopis Pavlopoulos. In Athens, the President will lay a wreath at the monument of unknown soldiers and visit other places of historical and archaeological importance. President will leave for Suriname on the 2nd leg where he will hold discussions with President Desire Delano Bouterse. A number of agreements and MoUs in the areas of health and medicine, elections, IT, Ayurveda are proposed to be signed. In the last leg of his tour, the President will reach Cuba. He is scheduled to hold discussions with his Cuban counterpart Miguel Diaz – Canel Bermudez. A number of MoUs and Agreements in the areas of Biotechnology, Homeopathy and traditional system of medicine and medical plants would be signed during the visit.

 Maharashtra Chief Minister Devendra Fadnavis met World Bank CEO Kristalina Georgieva in Washington DC to seek assistance for a Multimodal Transport Corridor and the Rural Livelihood Project which aims to provide sustainable livelihood enhancements in 10,000 villages in the state. World Bank has assured of positive consideration of both the projects. Fadnavis, who is on a three-nation tour, also attended a business discussion organised by US-India Strategic Partnership Forum. Mr Fadnavis was bestowed with the Outstanding Leadership in Development Award by Georgetown India Initiative and Centre for Strategic and International Studies.

 NASA's record-breaking astronaut, Peggy Whitson, retired after a 22-year-long career. Whitson, who joined NASA as a researcher in 1986, has spent more time off Earth than any other American, totalling 665 days over three International Space Station missions. The 58-year-old is the oldest woman to go into space and also the most experienced female spacewalker, with 10 missions.

 The World Elder Abuse Awareness Day (WEAAD) is observed every year on June 15 across the world to highlight the often silent suffering of the elder generation. The theme this year is “Moving from Awareness to Action through a Human Rights based approach”. The global population of people aged 60 years and older is predicted to be double, from 900 million in 2015 to about 2 billion in 2050.  With growing global population of elderly people, and increase in longevity, abuse of elderly is increasing. It is serious social problem that affects health and human rights and can cause death. The World Health Organisation (WHO) estimates that around 1 in 6 older people experienced some form of abuse. Rates of abuse may be higher for older people living in institutions than in community. Elder abuse is predicted to increase as many countries are experiencing rapidly ageing populations. The abuse can lead to serious physical injuries and long-term psychological consequences.
  • Background
The World Elder Abuse Awareness Day was proclaimed by United Nations General Assembly (UNGA) by through resolution 66/127. Observance of this day aims to raise voice against abuse and suffering inflicted to some defenceless older people. Elder abuse is global social issue which affects health and human rights of millions of older persons around the world. This day aims to gain attention of the international community on this social issue.

 Japan’s Cabinet has adopted an economic plan that will allow more foreign workers to work in the country. This proposal will help rapidly aging country to make up for its declining workforce. In recent times, number of foreign workers in Japan has nearly doubled to 1.28 million.
  • Key Facts
Under the plan, Japan will relax visa requirements in sectors facing severe labour shortages such as agriculture, nursing care, construction and transport. Highly skilled professionals will be allowed in new categories of this visa regime. It will create new five-year visa category for non-professional foreign workers. The non-professional foreign workers will be allowed to stay in Japan for only up to five years as visitors, not as immigrants. They will be not allowed to be accompanied by family members. Applicants for new visa status will need to pass certain skill tests and have some degree of Japanese language proficiency in order to receive new five-year visas. The plan is not scheme to acquire cheap labour or change to Japan’s immigration policy.

 Giorgi Kvirikashvili, prime minister of Georgia, has announced his resignation amid a disagreement with Bidzina Ivanishvili, the leader of the ruling party. Kvirikashvili, 50, has been the country's prime minister since 2015. The prime minister's resignation comes amid growing popular discontent over his government's handling of the economy and after mass protests in recent months.

 Former World Bank Economist Omar al-Razzaz was sworn in as Jordan's Prime Minister after King Abdullah issued a decree approving the new government. The 58-year-old, who studied at Harvard University, was tasked with reviewing the country's disputed tax system. Omar succeeded Hani al-Mulki who resigned following mass protests over price hikes and other government economic policies.

 Raksha Mantri, Nirmala Sitharaman inaugurated the first Representative Office of Navratna Defence PSU Bharat Electronics Limited (BEL) in Hanoi, Vietnam. Smt Sitharaman handed over the symbolic key of the Representative Office of BEL at Vietnam (VIRO) to Chairman & Managing Director, BEL Mr Gowtama MV during the Vietnam-India Defence Industry Business Meeting. The Representative Office will aim to promote BEL’s exports in areas such as Weapon Systems, Radar Systems, Naval Systems, Military Communication Systems, Electronic Warfare Systems, Combat Management System and Coastal Surveillance System.
