 India’s first university for transgender community will be opened in Fazilnagar block of Kushinagar district in Uttar Pradesh. It is the first of its kind University in country, where transgender community members will be able to get education. |
| The university is being built by Akhil Bhartiya Kinnar Siksha Seva Trust (All-India transgender education service trust). The university will facilitate its members to study right from class 1 to Post Graduate (PG) and even do research and get PhD degree. Members of the transgender community will get education and will be able to give a new direction to the country. From 15 January 2020, two children who are brought up by community members will get admission and from February and March 2020 other classes will start. |
 Andhra Pradesh chief minister YS Jaganmohan Reddy launched the ‘YSR Nethanna Nestham’ scheme at Dharmavaram in Anantapur district. Under the scheme, the state government of Andhra Pradesh will provide financial assistance of Rs 24,000 annually to handloom weavers across the state. |

 Rajasthan Chief Minister inaugurated its first “Janta clinic” at in the Malviya Nagar area of Jaipur. This clinic open to provide free primary health care to people living in slums. In its first phase, 12 Janta Clinics will be opened in Jaipur where people would get free medicines and free medical examination in some cases. Later, in the second and third phases of this scheme, Janta Clinics will be opened in other areas. |

 Chief Minister, Sikkim laid the foundation stone of two Integrated Organic Food Processing units of Sikkim IFFCO Organics Ltd. in Rangpo, East Sikkim. Sikkim IFFCO Organics Limited is a joint venture between the world’s biggest fertilizer Cooperative, IFFCO and Government of Sikkim. Its aim is to promote and market the organic produce of the country and especially from Sikkim and other north-eastern states of India. The major commercial crops in which Sikkim IFFCO will operate are ginger, turmeric, large cardamom and buckwheat. |

 On December 23, 2019, the department of fisheries (GoI), NABARD and Tamil Nadu Government signed an agreement to implement Fisheries and Aquaculture Development Fund (FIDF). The tripartite agreement set a total of Rs 7522 crores to address the infrastructure requirement of fisheries sector. |
| Highlights The fund includes setting up of berth facilities for safe landing for number of fishing vessels. It will also be used to increase fish production, stimulate fisheries related economic activities, and to boost economic activities in the region. The projects are to be implemented in the southern coasts of Tamil Nadu. The funding will also be used to augment deep sea fishing, cage culture and promote exports in the future. |
| Role of NABARD NABARD provides concessional financing to fisheries infrastructure facilities through state governments under FIDF. It is the Nodal Loaning Entity of the fisheries department. It also supports fisheries under Rural Infrastructure Development Fund (RIDF) |
| Fisheries in Tamil Nadu Tamil Nadu is the home of 10 lakh fisher families. The state is ideal for brackish water fisheries, marine fisheries and inland fisheries. Tamil Nadu ranks fourth in total fish production in the country. India ranks second in the world fish production. The fisheries sector in the country contributes to 1% of GDP of the country. |
 On December 23, 2019, the Assam Cabinet nodded to make Assamese language the state language of Assam. This will exclude BTAD (Bodoland Territorial Administrative Districts), Barak Valley and Hill districts of Assam. |
| Highlights The cabinet has also suggested that Assamese will be made compulsory in all schools of Assam. The move comes in the wake of rising insecurities among Assamese population in the state. After the passing of Citizenship Amendment Bill, there has been an increased wave of insecurity in the Brahmaputra Valley. In order make the move successful, the Central Government will now have to amend Article 345. If amended the article will remove fears of people fighting for their rights to culture and language in the region. |

Article 345 says that subject to provisions of Article 346 and 347, the state legislature might adopt one or more languages to be used as official languages.

| The factor of amendment comes in as the Assam Government intends to exclude a section of the state which is against the current constitutional provisions. |
 The Meghalaya Assembly unanimously adopted a resolution urging the Government of India to implement Inner Line Permit in the state under the Bengal Eastern Frontier Regulation, 1873. The one-day special session was conducted with the sole intention to pass the resolution in view of the demand by the indigenous residents of the state for implementation of the ILP. Inner Line Permit (ILP) is an official travel document issued by the Government of India to allow inward travel of an Indian citizen into a protected area for a limited period. It is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state. The document is an effort by the government to regulate movement to certain areas located near the international border of India. |

 Odisha Chief Minister Naveen Patnaik has launched the ‘Jalsathi’ programme to ensure supply of safe drinking water to all households in the state. The Odisha CM also launched the ‘JalSathi’ App on the occasion. The Water Corporation of Odisha (WATCO) signed a memorandum of understanding with the women federations in Bhubaneswar for the implementation of the programme. The JalSathi initiative aims to ensure the supply of clean drinking water to consumers through piped water connections. |

 Chief Minister N. Biren Singh inaugurated the State-level Orange festival at district Tamenglong in Manipur. Tamenglong district is largest producer of orange fruit in Manipur. The state government under the sponsorship of North Eastern Council organise the festival annually to promote the fruit and encourage its growers. ‘On day one, orange growers’ competition was held and prizes were distributed to top position holders. As part of the festival, cultural show, traditional games, orange queen completion, seminar for growers will be held. |
