Current Affairs Government Schemes

 The Ministry of Housing and Urban Affairs has been able to achieve substantial milestones in both physical and financial terms in so far as mission objectives/targets are concerned. Thus, during the year 2017-18, while the total cumulative grants released was Rs.46,663 crores, Utilization Certificates were due only for the grants released upto March 2016, i.e. for approximately Rs.10,365 crores. Smart City Mission has lots of convergence with other missions like AMRUT etc. and some of the projects are implemented under Public Private Partnerships. 1,333 projects worth Rs. 50,626 crores have been completed or under implementation / tendering. Overall projects worth Rs.2,03,979 crores have been identified for all 99 smart cities across the country. The timeline for the completion of smart city projects according to the rounds in which they were selected is given below: 1. Round 1 cities- 2019-20 to 2020-21 2. Round 2 cities- 2019-20 to 2021-22 3. Round 3 cities- 2020-21 to 2021-22 4. Round 4 cities- 2020-21 to 2022-23      
AMRUT (Atal Mission for Rejuvenation and Urban Transformation):   Under AMRUT, out of State Annual Action Plan(SAAP) size of Rs.77,640 crores, projects worth Rs.65,075 crores (84%) are under various stages of implementation including projects tendered and where DPRs have been approved. More than 22 crores urban population will benefit from this mission. Total of Rs. 11,945 crores has been released so far.
PMAY(U) (Pradhan Mantri Awas Yojana Urban):   Total of Rs. 24,475crores has been released to the States under the scheme. So far, 45.86 lakh houses have been sanctioned under the scheme; out of these 23.43 lakh houses have been grounded and 7.02 lakh houses have been completed so far (including incomplete houses of earlier scheme).
DAY - NULM (Deendayal Antyodaya Yojana-National Urban Livelihoods Mission):   Under the Mission, Rs.1907.5 crores have been released so far. The Mission has been extended to all the statutory towns. Since the beginning of the mission, employment has been generated for 6,36,956 beneficiaries.
HRIDAY (Heritage City Development and Augmentation Yojana):   City HRIDAY Plans (CHPs) for 12 cities have been approved. 66 DPRs amounting to Rs. 421.47 crores have been approved and Rs. 261.31 crores have been released to 12 cities for implementation of the scheme. Total expenditure under the scheme so far is Rs.209.5 crores. 58 projects are under implementation at various stages. All works will be completed by September 2018.
wachh Bharat Mission (Urban):   A total of Rs.6,592 crores have been released to states. Total number of 48.67 lakh individual household toilets and 3.3 lakh Community/Public Toilet (CT/PT) seats have already been constructed and 8.3 lakh individual toilets and 0.37 lakh CT/PT are under construction. 2679 cities have been so far self-declared Open Defecation Free and after third-party certification, 2,133 cities/ ULBs have been certified as Open Defecation Free (ODF).

 The Union Home Minister Shri Rajnath Singh chaired a meeting of the High Level Committee (HLC) in New Delhi for Central Assistance to the States/ UT of Assam (affected by floods during 2017-18), Himachal Pradesh(affected by floods/ landslides during 2017-18), Sikkim (affected by floods/ landslides during 2017-18), Lakshadweep (affected by cyclone Ockhi during 2017) and Rajasthan (affected by Kharif drought during 2017). The HLC approved assistance of Rs 480.87 crore in respect of state of Assam. The HLC also approved assistance from NDRF amounting to Rs 84.60 crore for the state of Himachal Pradesh, Rs 67.40 crore for the state of Sikkim, Rs 2.16 crore for the UT of Lakshadweep and Rs 526.14 crore for the state of Rajasthan.The total assistance approved was Rs 1,161.17 crores.

  A parliamentary panel headed by veteran BJP leader Murali Manohar Joshi decided to study the recovery of black money and performance of public sector banks (PSBs) among a host of subjects. The 30-member Estimates Committee, in a meeting, decided to study a host of subjects related to various ministries in the year 2018-19. As per the memorandum of the committee, the panel will look into the import of uranium for nuclear plants, mining activities and environment, upgrading of India Post offices and the drought situation in the country among other matters.

 The Telangana government introduced Rythu Bandhu, a scheme to provide Rs4,000 per acre each to land-owning farmers for Rabi and Kharif seasons, and issued special passbooks for them. The programme was flagged off by chief minister K. Chandrashekhar Rao, who distributed 298 cheques to farmers at Huzoorabad Mandal in Karimnagar district. Beneficiaries will get the amount even if they do not take up farming. The state government has set aside Rs12,000 crore in the 2018-19 budget for Rythu Bandhu.

  The 15th Finance Commission has constituted an advisory council to advise and assist the commission. The six-member council will be headed by the President of Forum for Strategic Initiatives, Arvind Virmani. The role and functions of the council will be to advise the commission on any issue or subject related to the Terms of Reference (ToR) of the Commission. Besides, the council will also assist the commission in the preparation of any paper or research study which will enhance the Commission’s understanding on the issues containing in its ToR. 

  Union Minister of Electronics and Information Technology Ravi Shankar Prasad launched the website of Digital India Internship Scheme in New Delhi. Under this scheme, 25 interns will be inducted for a period of three months. These interns will be paid a stipend of 10 thousand rupees per month. The internship is an opportunity for a student to secure first hand and practical work experience under the guidance of qualified and experienced Supervisor and Mentor.

  Union Minister for Drinking Water and Sanitation, Uma Bharti, launched the GOBAR (Galvanizing Organic Bio-Agro Resources) - DHAN scheme at the National Dairy Research Institute (NDRI) Auditorium, Karnal, Haryana. The scheme was launched in the presence of the Chief Minister of Haryana, Manohar Lal Khattar. The scheme aims to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme also aims at creating new rural livelihood opportunities and enhancing income for farmers and other rural people.

 The Prime Minister of India, Narendra Modi launched the Van Dhan Scheme of Ministry of Tribal Affairs and TRIFED, during the celebrations of Ambedkar Jayanti at Bijapur, Chattisgarh. The Van Dhan scheme along with others like Jan Dhan and Gobar-Dhan schemes had the potential to change the tribal-rural economic system. Under Van Dhan, 10 Self Help Groups of 30 Tribal gatherers would be constituted.

 The Cabinet Committee on Economic Affairs has approved a restructured Rashtriya Gram Swaraj Abhiyan scheme aimed at making rural local bodies self-sustainable, financially stable and more efficient. According to the Union Panchayati Raj Minister Narendra Singh Tomar, PM Narendra Modi will launch Rashtriya Gram Swaraj Abhiyan scheme in Mandla in Madhya Pradesh on the occasion of National Panchayati Raj Day.

 The Union Government formed a new integrated institutional mechanism, Defence Planning Committee (DPC) to reform the process of higher defence planning. The permanent body would be chaired by National Security Advisor Ajit Doval. The committee is aimed at driving the country’s military and national security strategy, draft capability development plans and guide and accelerate defence equipment acquisitions. The Chief of Integrated Defence Staff to the Chairman of the Chief of the Staff Committee (CISC) will be the member secretary of the committee.
