For the first time laser light was created by scientists, using living biological material; a single human cell and some jellyfish protein. Seok-Hyun Yun, an optical physicist at Harvard Medical School and Massachusetts General Hospital in Boston created the living laser with his colleague Malte Gather. This was the first time that biological materials were used to build a laser and generate light from something living. Building a laser requires two things:
(i) A lasing material that amplifies light from an external source (a gain medium) and
(ii) An arrangement of mirrors (an optical cavity), which concentrates and aligns the light waves into a tight beam. Before the creation of living laser, the gain medium has only been made from non-biological substances, such as doped crystals, semiconductors or gases. But in living laser, the researchers used enhanced green fluorescent protein (GFP).
GFP makes jellyfish bioluminescent, which is used extensively in cell biology to label cells. Seok-Hyun Yun and his team engineered human embryonic kidney cells to produce GFP, then placed a single cell between two mirrors to make an optical cavity just 20 micrometres across. When they fed the cell pulses of blue light, it emitted a directional laser beam visible with the naked eye and the cell was not harmed. The width of the laser beam is tiny and fairly weak. It is brighter than natural jellyfish fluorescence, with a beautiful green colour.

Accountability in public life is something that has evaded the imagination of the Indians; However, recent scandals in the Commonwealth Games, 2G spectrum allocation and even the Cash for Vote scam in the Parliament have forced the country to stand up against this menace that not only blemishes the face of the nation but also mars the development of the poor and the underprivileged. Several attempts by citizens and NGOs have led to enactment of laws like the Right to Information Act but it is also a fact that the scale of corruption and the scams has touched new heights. The alleged scam in the allocation of the 2G spectrum which led to the resignation and arrest of former Union Telecom Minister A. Raja is estimated to the tune of 1.76 lakh crore rupees as per a Report by the CAG. As India continues to rise to prominence in international affairs, it is of paramount significance that the civil society wakes up to the need of the hour and raise voice against corruption. Mere rise in the GDP will not give any direction to the country as dissatisfaction will brew if the divide between the rich and the poor continues to grow, thanks to corruption. Also, India has to improve governance and its polity if the country hopes to play the role of a leader in the 21st century.

The Union Finance Ministry stopped all departments from meeting or holding conferences in five-star hotels, banned purchase of new vehicles, put strict curbs on foreign travel and also prohibited creation of new posts on 11 July, 2011.The directive was issued by the government with an objective carry ontheprocessoffiscalconsolidationvigorouslyandtomeetthefiscalandrevenue deficit targets announced in the Budget for 2011-12.
