Exp. [b] A bill pending in the Rajya Sabha but not passed by the Lok Sabha does not lapse. Similarly due to prorogation, bills do not lapse. Prorogation terminates a session of the House only. In case the Lok Sabha is dissolved (may be due to completion of tenure orlack of majority), certain bill lapses (i.e. they stop existing, the new Lok Sabha will have to start the process afresh).
