    Exp. [b] A bill pending in the Rajya Sabha but not passed by the Lok Sabha does not lapse. Similarly due to prorogation, bills do not lapse. Prorogation terminates a session of the House only. In case the Lok Sabha is dissolved (may be due to completion of tenure orlack of majority), certain bill lapses (i.e. they stop existing, the new Lok Sabha will have to start the process afresh). The cases when bill lapses are ? A bill pending in Lok Sabha lapses (whether originating in Lok Sabha, or submitted by Rajya Sabha). ? A bill passed by Lok Sabha but pending in Rajya Sabha lapses. ?
