[b] The Budget Division of the Department of Economic Affairs under Ministry of Finance is responsible for the preparation of Union Budget that is presented to the Parliament by the Finance Minister. As per Article-114, no money shall be withdrawn from the Consolidated Funds of India except under appropriation made by law i.e. without the authorisation from the Parliament of India. As per Article-266 (2), all other public money received by or on behalf of the government of India or the government of state shall be credited to the public account of India or the public account of the state, as the case may be. So, all the disbursements made from public account also need the authorisation from the Parliament of India. Hence, option [b] is correct.
