The true source of rights is duty. If we all discharge our duties, rights will not be far to seek. If leaving duties unperformed we run after rights, they will escape is like a

will-o'-the-wisp'. The more we pursue them, the farther they fly.

To me political power is not an end but one of the means of enabling people to better their condition in every department of life. Political power means capacity to regulate national life through national representatives. If national life becomes so perfect as to become self-regulated, no representation becomes necessary, there is then a state of enlightened anarchy. In such a state everyone is his own ruler. He rules himself in such a manner that he is never a hindrance to his neighbour. Thoreau states: "that government is best which governs the least".

मेरे लिये राजनीतिक शक्ति अपने आप में लक्ष्य नहीं है, बल्कि एक साधन है, जो लोगों के जीवन के प्रत्येक आयाम को बेहतर बनाता है। राजनीतिक शक्ति का आशय उस क्षमता से हैं, जो राष्ट्रीय प्रतिनिधियों द्वारा राष्ट्रीय जीवन का नियमन करती है। यदि राष्ट्रीय जीवन इतना श्रेष्ठ हो जाता है कि स्वनियमित रहे, तो प्रतिनिधित्व की आवश्यकता समाप्त हो जाती है और इस स्थिति में एक प्रबुद्ध अराजकता की अवस्था निर्मित हो जाती है। ऐसी अवस्था में प्रत्येक व्यक्ति स्वयं का शासक होता है। वह अपने आपको इस तरह शासित करता है कि अपने पड़ोसी के लिये कभी भी अवरोध न बने। थोरो का कथन है: “वह सरकार सबसे अच्छी है, जो सबसे कम शासन करती है।”
