So wise men of all nations have got together to See if they cannot find a way to getting rid of war together. The first thing that is wanted is co-operation among all the nations. Co-operation is a big word but it simply means working together. If nations can leam to work together as friends, they will soon find a way of settling their disputes in a friendly way. Instead of being jealous and proud of their rights, they must leam to be friendly, reasonable and anxious to help each other. The second thing that is wanted is the rule of law. Just as the citizens of a country have laws and agree to obey these laws, so all the nations must agree to laws and feel bound to obey and support them. If all the nations work together for the common good of mankind and agree to obey these laws, they will never fight with each other and there will be no war.

इसलिए सभी राष्ट्रों के विद्वान लोग एकत्रित हुए यह विचार करने के कि क्या वे युद्ध से मुक्त होने का कोई रास्ता ढूँढ सकते हैं। इसके लिए जिस प्रथम बात की आवश्यकता है, वह है सभी राष्ट्रों के मध्य सहयोग। सहयोग एक बड़ा शब्द है, पर इसका साधारण अर्थ है साथ-साथ काम करना। यदि राष्ट्र मित्रों की तरह साथ-साथ कार्य करना सीख लेते हैं तो विवादों का मित्रवत निपटारा करने का ढंग प्राप्त कर लेंगे। एक-दूसरे के प्रति ईर्ष्यालु होने तथा अपने अधिकारों का अहंकार करने के स्थान पर उन्हें मित्रवत रहना सीखना चाहिए। इसी के साथ उन्हें तर्कशील या विवेकी तथा एक-दूसरे की मदद करने के लिए उत्सुक होना चाहिए। दूसरी जिस बात की आवश्यकता है, वह है कानून का शासन। जिस तरह किसी देश के नागरिकों के लिए कानून होते हैं तथा वे इनका पालन करने के लिए सहमत होते हैं, उसी तरह सभी राष्ट्रों को कानूनी की पालना करने के लिए तथा उनका समर्थन करने के लिए अपने को बाध्य समझना चाहिए। यदि सभी राष्ट्र मानव जाति के भले के लिए सहयोग करेंगे तथा इन कानूनों की अनुपालना करने के लिए सहमत होंगे, तो वे कभी भी आपस में लड़ेंगे नहीं तथा फिर कोई युद्ध नहीं होगा।
