    Solution :

                                             Given, \[{{i}_{c}}=10mA,{{i}_{c}}=\frac{9}{10}\times {{i}_{e}}\] So,    \[10=\frac{9}{10}\times {{i}_{e}}\] or       \[{{i}_{e}}=\frac{100}{9}\approx 11mA\]
