    Solution :

                     \[C{{H}_{2}}=CHCl\] is least reactive with the hydrolysis point of view because vinylic halides do not undergo\[{{S}_{N}}1\]reaction due to instability of their carbocations. The\[CCl\]bond is stronger   and   therefore,   formation   of carbocation is difficult.
