Two differences are (i) Elections were not held regularly to the local governments prior to the amendment, but now it has been made mandatory to hold regular elections. (ii) Earlier to the amendment, local governments did not have any powers or resources of their own. With the amendment, the State governments are required to share some of their powers as well as some of their revenues with local bodies.
