    Solution :

    Clearly from 1 to 100, there are 10 numbers with 3 as the unit digit i.e., 3, 13,23,33,43,53,63,73,83,93,and 10 numbers with 3 as the ten's digit i.e., 30, 31, 32,33,34,35,36,37,38,39. So, there is 20 numbers.
