Although the term 'Rajya' has been mentioned only once in the Rig veda, but the Rig Vedic period did not witness the growth of an ideal concept of 'state' in real term, the concept of territory was completely absent and war used to take place for cows i.e., GAVISTI. The theory of Kingship was not developed and the kings were mainly in the form of tribal chieftains. The head of the tribal republic were some people elected by the samiti to protect the tribes. He was the holder of established order and moral rule called DHRATAVATRA therefore, we can call the Rig Vedic political conditions as kind of tribal chieftainship with some elements of democracy.
