    [a] While the Non-cooperation Movement was launched to remedy the wrongs of the Government of India Act 1919, the Civil Disobedience Movement was launched as an attempt to attain Poorna Swarajya. The Non-cooperation movement was the beginning, and there was no deliberated violation of law. But in the Civil Disobedience Movement laws were deliberately broken; it became popular among the rural and poor.
