    [d] Mechanism of joint-sitting is available only in the Parliament, because in State Legislatures, in case of disagreement over an Ordinary Bill, the assembly can simply pass the bill returned by the council again, with or without amendments and the council will then have no power to stop the bill. Ordinary Bills can be introduced in either House in both the State Legislature as well as Parliament. In case of Parliament, Ordinary Bills cannot become a law unless they are approved separately by both the houses except in the circumstance of the joint session, where a joint approval is taken. In the State Legislature however, bills can become law even if they have not been approved by the Legislative Council separately, because of the power of Legislative Assembly to override the council.
