    [c] The Arctic Council is a high level inter-government form that address issues faced by Arctic Government and the indigenous people of the Arctic. It has eight member countries i.e. Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States. Only states with territory in the Arctic can be members of the council, it is not open to other countries. The 1996 Ottawa Declaration, established the Arctic Council as forum for promoting, coordination and interaction with the Arctic states. It has conducted studies on climate change, oil, gas and Arctic shipping.
