Why snow is a better heat insulator than ice?

    Answer:

When the temperature of the atmosphere reaches below\[0{}^\circ \text{C}\], the water vapours present in air freeze directly in the form of minute particles of ice. Many particles combine and take cotton-like shape which is called snow. Snow contains a large number of air pockets which prevent the formation of convection currents. Hence snow acts as a good heat insulator than ice.
