Is it true that the real powers lies in the hands of the permanent members of the Security Council?

(i) The Council has five permanent members - US, Russia, UK, France and China. Ten other members are elected by the General Assembly for a two-year term. (ii) But the real power lies with the five permanent members. (iii) Each permanent member has a veto power, i.e., the power to say no. It doesn't make the Security Council democratic. The SC cannot take a decision if any permanent member says no to a decision.
