    Answer:

    Though the Constitution forbids discrimination on the basis of caste, religion, etc.it is very difficult for the marginalised communities to tight for their rights because the enforcement of laws is mostly in the hands of the dominant community. It is also because the marginalised communities often do not have the resources or the awareness to seek justice. This is why stricter and more specific laws are needed to be made from time to time. For example, the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act needed to be enacted, though Article 17 of the Constitution prohibits the practice of untouchability and the Civil Rights Act makes the practice punishable.
