    What factors have led to the decline of the PDS?

    The Public Distribution System is now criticised for being inefficient. (a) It is plagued by high costs and leakage. (b) The PDS does not reach many poor households. (c) The direct price support to farmers increases the cost of procuring foodgrains by the government. (d) The PDS supplies only a small proportion, roughly 15 per cent of total foodgrain consumption, underscoring the importance of the open retail market as the primary supplier of grain. Instances of hunger are prevalent despite overflowing granaries. (e) FCI godowns are also well-stocked but the stocks are either rotten or eaten by rats. (f) PDS dealers are sometimes found resorting to malpractices like diverting the grains to open market to get better margins, selling poor quality grains at ration shops, irregular opening of the shops.
