     Newton's three laws of motion form a complete definition of force. The property of substances to remain at rest or in uniform motion unless acted upon by a force is called inertia. Thus a force overcomes inertia. For this reason the first law is also called law of inertia. Thus Newton's law defines both force and inertia.
