    Solution :

    The probability of an event to be unlikely if the probability is near to '0'. As 0.0001 is near to 0, the occuring of event is unlikely. Now, we know probability of an event lies in between 0 and 1 because total possibilities will be always greater than equal to favourable outcomes. Hence, both Assertion and Reason are true but Reason is not the correct explanation of Assertion.
