    Answer:

                      (a) A person is considered poor if his or her income or consumption level falls below a given 'minimum level' necessary to fulfil basic needs. This minimum level is considered as a poverty line. It is different at different times and in different countries. (b) The poverty line fixed for the rural and urban areas in India according to 2000 Census was 328 and 454    per person per month respectively. It is higher in urban areas because of high prices of many essential products in urban areas. The accepted average of calories requirement in India is 2400 calories per person per day in the rural areas and 2100 calories per person per day in the urban areas. It is high in the rural areas because of more physical work by the rural people.
