$NaCl$ is an ionic compound and hence gives $C{{l}^{-}}$ ions in the solution which combine with $A{{g}^{+}}$ ions given by $AgN{{O}_{3}}$to form a white precipitate of $AgCl$ but $CC{{l}_{4}}$ is a covalent compound and does not give $C{{l}^{-}}$ions.
