    Answer:

    \[BC{{l}_{3}}\]is an electron deficient molecule. It easily accepts a pair of electrons from water molecule. This species loses a \[HCl\] molecule, and comes into existence. In this way, other two chlorine atoms are replaced. Thus, \[BC{{l}_{3}}\] undergoes hydrolysis. \[CC{{l}_{4}}\]does not undergo hydrolysis as carbon cannot expand its octet as 8 electrons are already present in its valence shell.
