$BC{{l}_{3}}$is an electron deficient molecule. It easily accepts a pair of electrons from water molecule. This species loses a $HCl$ molecule, and comes into existence. In this way, other two chlorine atoms are replaced. Thus, $BC{{l}_{3}}$ undergoes hydrolysis. $CC{{l}_{4}}$does not undergo hydrolysis as carbon cannot expand its octet as 8 electrons are already present in its valence shell.
