    Solution :

    The ratio of R&T in me new fertilizer \[=\frac{\frac{2}{7}\times 21+3}{\frac{5}{7}\times 21}\] \[=\frac{6+3}{15}\] \[=\frac{9}{15}\]                           \[=\frac{3}{5}\] \[=3:5\]
