    Solution :

     Key Idea: Angular momentum is conserved. From law of conservation of angular momentum, we have \[J=I\omega =\text{constant}\] where, \[I\] is moment of inertia and\[\omega \]is angular velocity. Also, \[I=M{{R}^{2}}\]and \[\omega =\frac{v}{R}\] \[\therefore \] \[v\propto \frac{1}{R}\] At\[{{\text{P}}_{\text{4}}}\]the value of R is minimum, hence the velocity is maximum or kinetic energy will be maximum.
