    Solution :

    Given,   \[{{V}_{L}}={{V}_{C}}={{V}_{R}}=10volt.\] \[\therefore \]  \[V=\sqrt{V_{R}^{2}+{{({{V}_{L}}-{{V}_{C}})}^{2}}}\]                 \[V={{V}_{R}}\]                 (As  \[{{V}_{L}}={{V}_{C}}\]) When C is short circuited,                                 \[V=\sqrt{V_{R}^{2}+V_{L}^{2}}\]                                 \[=\sqrt{{{(10)}^{2}}+{{(10)}^{2}}}\]                                 \[=10\sqrt{2}volt.\]
