Two hybrid orbitals do not form bond. Due to the presence of two lone pair of electrons on the oxygen atoms \[H-O-H\]bond angle is \[{{104.5}^{o}}\]\[({{105}^{o}})\] and not \[{{109}^{o}}\,{{28}^{'}}\].
