The difference in electro negativities among halogens should be high for formation of interhalogen compounds. \[\therefore \]\[\text{BrC}{{\text{l}}_{\text{7}}}\] is not formed because difference in electronegativities of Br and Cl is not so high so as to oxidise Br to +7 state.
