The number of sweets \[=\left( 25x+8 \right)\]Now \[\left( 25x+8-22 \right)\]must be divisible by 28 for the least value of x. \[\Rightarrow 25x-14\text{ }or\text{ }\left[ 28x-\left( 3x+14 \right) \right]\]is divisible by 28 \[\Rightarrow 3x+14\]is divisible by 28 if \[x=14\]                           \[\therefore \] Number of sweets are \[25\times 14+8=358.\]
