    [c] Unlike in most of the Western models, Mayors are only the head of the deliberative wing in India and do not have any executive authority. The executive authority in relation to the functions of the corporation lies with the Municipal Commissioner. Appointment powers etc. of the Municipal Commissioner are decided by the State Government. Not having control over the Municipal Commissioner affects corporations.
