     Amongst the sets, it is [d] that is not arranged in the order of decreasing reactivity towards electrophilic substitution. Carboxylic acid group in the case of benzoic acid deactivates the benzene nucleus towards electrophilic substitution reaction and thus it cannot have higher reactivity than phenol which has a highly activating phenolic OH group.
