    Solution :

    \[\tau =c\theta \,=\frac{\pi \eta {{r}^{4}}\theta }{2\ell }\] t and \[\ell \] is same \[\therefore \,\,\theta \,a\,1/{{r}^{4}}\] \[\therefore \,\,\frac{{{\theta }_{1}}}{{{\theta }_{2}}}\,={{\left( \frac{{{r}_{2}}}{{{r}_{1}}} \right)}^{4}}\,={{\left( \frac{3}{1} \right)}^{4}}=81:1\]
