[c] A person of Indian Origin (PIO) means a foreign citizen except a national of Pakistan, Afghanistan, Bangladesh, China, Iran, Bhutan, Srilanka and Nepal. A overseas citizen of India (OCI) means a foreign citizen except a national of Pakistan and Afghanistan in term of the notification issued by Union government on 9th January, 2015. All the existing PIO card holders are deemed to the OCI card holders and Pakistan and Bangladesh national remain ineligible to apply for an OCI card, most likely due to continuing political tensions between the countries. The OCI scheme has been provided for through the Citizenship Act, 1955 and the PIO scheme is through the Ministry of Home Affairs.
