    [d] Constitution establishes the UPSC and the SPSC through explicit provisions. It however, also contains provisions for a Joint Public Service Commission, which can be established by an Act of Parliament if two or more states so desire. The number of members of a SPSC are not specified in the Constitution and the matter is left to the Governor. Members of a State Public Service Commission are not removed in a similar manner to High Court Judges, but in a different manner. To remove a member of the Public Service Commission, the President has to send a reference to the Supreme Court, which then conducts an inquiry and if it finds the person guilty of misbehaviour, he can be removed. The President can also remove a member directly, if it is so found that the member has become an insolvent, engaged in paid employment outside his office or is in the opinion of the President unfit to continue in office due to infirmity of body or mind.
