    Why was the Napoleonic rule over other region unpopular with some sections of people?

    Answer:

    Though the Napoleonic reforms were welcomed by many including the businessmen and small scale producers of goods, it did not satisfy all.
    Specially in the conquered regions the reaction to French rule was mixed.
    To begin with the French armies were welcomed as (messengers) of liberty in Holland, Switzerland as well as in cities like Brussels, Milan, etc.
    But the initial enthusiasm soon turned to hostility as they realised that administrative reforms did not go hand in hand with political freedoms.
    The people there were unhappy with increased taxation and censorship. Forced conscription into French army to conquer other parts of Europe was an extremely unpopular measure for them.
