    Explain the three-tier system of Panchayati Raj.

    Panchayati Raj is a three-tier structure working as the Gram Panchayat at the village level, the Block Samiti at the block level and the Zila Parishad at the district level. Each village (or 2 - 3 villages) has a Gram Panchayat to govern it. A few Gram Panchayats combine to form the Panchayat Samiti or Block (Tehsil or Taluka) Samiti. The highest tier in the Panchayati Raj system, the Zila Parishad or District Council is a vital link between the Gram Panchayat and Panchayat Samiti, and the State Government. It looks after the welfare of the district.
