In ground wave propagation, loss of energy due to interaction with matter increases with the increase in frequency (or decrease in wavelength). Wavelengths less than 200 m (or frequencies\[>\text{ 15}00\text{ kHz}\]) get heavily damped. So short wave communication via ground waves is not possible.
