    Answer:

                    Due to presence of vacant d-orbitals in \[Si,\,SiC{{l}_{4}}\] accepts a lone pair of electrons donated by \[{{H}_{2}}O\] molecule and hence undergoes hydrolysis. However, due to absence of d-orbitals in \[C,\,CC{{l}_{4}}\] cannot accept a pair of electrons from water molecule and hence does not undergo hydrolysis.
