    Answer:

                    \[O{{H}^{-}}\] ions can combine with \[{{H}^{+}}\] ions more readily than \[C{{H}_{3}}CO{{O}^{-}}\] ions can do. Hence, \[O{{H}^{-}}\] is a stronger base. Alternatively, the conjugate acid of \[C{{H}_{3}}CO{{O}^{-}}\] and \[O{{H}^{-}}\] are \[C{{H}_{3}}COOH\] and \[{{H}_{2}}O\]. As \[C{{H}_{3}}COOH\] is stronger acid than \[{{H}_{2}}O\], the conjugate base of \[C{{H}_{3}}COOH,\] viz.,\[C{{H}_{3}}CO{{O}^{-}}\] will be a weaker base.
