    Answer:

    \[{{O}_{2}}NC{{H}_{2}}C{{H}_{2}}{{O}^{-}}\] is more stable because\[-N{{O}_{2}}\] group has \[-l\] effect\[({{O}_{2}}N-\leftarrow C{{H}_{2}}-\leftarrow C{{H}_{2}}-\leftarrow {{O}^{-}})\]and hence it disperses the \[-ve\]charge on the O-atom. On the other hand \[C{{H}_{3}}C{{H}_{2}}-\] group has \[+I\] effect and hence increases the negative charge on the O-atom and thus destabilizes it.
